Research Notes
Deep-dive analyses of Minnesota Tax Court decisions, appraisal methodology, and the doctrinal rules that move commercial property assessments. Each note is grounded in a specific filed decision. Every number traces to a docket.
21% Fewer Petitions
Across the eight-county Minneapolis metro, owners filed 21% fewer Tax Court petitions for the 25pay26 cycle — 28% among commercial, industrial, and apartment property. A breakdown of where petition volume fell, what the sales market and assessments did over the same period, and what the petitions that settled produced.
A 42-Sale Dataset, Rejected
In April, the Minnesota Tax Court threw out a Hennepin County sales-comparison dataset that blended warehouses with R&D labs, flex, and office showrooms. The 386,724-square-foot Rogers distribution warehouse at the center of Diamond Lake v. Hennepin had its assessed value cut by $7.8 million. The rule the court built to get there reaches every industrial appeal in Minnesota.
Two Methods, $128 Million
In October, the Minnesota Tax Court cut the Downtown Minneapolis Hilton's assessed value by $128 million across four tax years. The decision turned on which of two valuation methods the judge chose to use. Both are legal. Both were validated by the state supreme court in 2023. They produce very different numbers, and the Tax Court is quietly picking sides.
